Vendor of record, MSP and VMS in plain words

Which model is used is the client's decision. We adapt to it.

Vendor of record (VOR)

The organization approves a list of agencies and signs a master agreement with rates and terms. Managers then book from that list.

Managed service provider (MSP)

A third party runs the program for the client, manages the vendor list, and handles booking, invoicing and reporting. Agencies supply staff as vendors beneath it.

Vendor management system (VMS)

The software where requests are posted and filled, and where timesheets and invoices are tracked.

How agency staffing is typically procured in Canada

Public health organizations usually buy agency staff through a competitive process, then keep approved agencies on a list for use when internal and casual staff cannot fill a shift. Rules differ by province and by organization, and many are bound by trade agreements and posting requirements.

  • Formal tenders and requests for proposal
  • Pre-qualified vendor lists and master agreements
  • Group purchasing arrangements for some hospitals and long-term care groups

Where a program or tender fits, contact us and we will tell you honestly whether we meet the requirements.

What we bring to a program

Verified credentials

We agree in advance what is reported and in what format, so the program gets the information it needs.

Terms you can audit

Rates, notice periods and cancellation rules are written into the agreement.

How we onboard as a vendor

  1. Intro and requirementsYou share your program requirements and documents.
  2. Compliance packageWe provide the documents your program requires, and a sample onboarding file.
  3. AgreementRates, notice, cancellation, conversion terms and reporting are agreed in writing.
  4. PilotWe start with a defined set of units, roles or sites.
  5. ReviewWe review performance with you and adjust.

An honest note: we are a new agency. We would rather start with a small, well-run pilot than promise province-wide coverage we cannot yet deliver. We will say plainly what we can cover and where we need to grow.

Frequently asked questions

What is a vendor of record?

A vendor of record is an approved supplier named in a master agreement, so the organization can book staff without running a new procurement each time. The agreement sets rates, notice periods and other terms, and managers book from the approved list when shifts need to be covered.

What is the difference between an MSP and a staffing agency?

A managed service provider manages the program for the client, including the vendor list, booking, invoicing and reporting. A staffing agency supplies the workers. Some firms do both, but the roles are different, and a program may use one MSP with many agencies beneath it.

Can you work under our MSP?

That is something to confirm together. Any arrangement is subject to the MSP's requirements and onboarding, and we adapt to the model your organization uses. Contact us with your program requirements and we will tell you honestly whether and how we can fit.

Do you respond to RFPs?

Contact us about the opportunity and we will tell you honestly whether we meet the mandatory requirements. We would rather decline a request we cannot deliver well than promise coverage we do not yet have, because a new agency earns trust with a small, well-run start.

Are your workers compliant with our policies?

We verify registration and supply documents to your checklist. Your organization retains its own onboarding and orientation duties. Requirements such as immunization, vulnerable sector checks and fit testing are set by each client, so we work to yours rather than assuming a single standard.
